MS4 Stormwater Program
The City of Pelham's Municipal Separate Storm Sewer System (MS4) is required, under the United States Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System (NPDES), to eliminate the discharge of storm water pollutants from the MS4 to the maximum extent practicable.

The Municipal Separate Storm Sewer System (MS4) permit requires eleven basic elements to be implemented:- Structural Controls
- Public Education and Involvement Program
- Illicit Discharge Detection and Elimination (IDDE) Program
- Construction Site Runoff Program
- Post-Construction Site Runoff Program
- Spill Prevention and Response
- Municipal Operations Program
- Pesticide, Herbicide, and Fertilizer Application Program
- Oils, Toxics, and Household Hazardous Waste Control Program
- Industrial / High-Risk Program
- Monitoring Programs
History
In 1987, the EPA was required under Section 402 (p) of the Clean Water Act (40CFR Part 112.26) to establish final regulations governingIn 1996, the first 5-year permit (NPDES Permit #ALS000003) was issued to Shelby County and its eight additional Co-Permittees, which included the City of Pelham. Until recently, the City has operated as a Co-Permittee under an administratively extended permit by ADEM.
In 2015, ADEM issued new, individual permits to Shelby County and the Co-Permittees that were once under the same permit. As of November 2015, ADEM issued individual NPDES Permit #ALS000009 (PDF) to the City of Pelham.
